Perth and Kinross council say he should provide a bin.
Campaigners at Perth Show
A group of campaigners are looking for support at the South Inch today, in a movement against an incinerator planned for Perth. The campaign, led by Councillor Peter Barrat, has been taken to the Perth Show, where signatures will be sought. Protestors say the show would be ruined by thick smog in the future if the plant is built.
