Perth to be split in two for next election?
A new report advocates the splitting of Perth in two – for next year's Scottish Parliamentary elections. The constituencies of Perth, North Tayside and Ochil cause problems as they straddle different council areas. A new Perthshire North and South is recommended by current MSP for Perth Roseanna Cunningham is a critic of the proposals as they use no natural boundaries. She says Perth is a small enough city, that splitting it into two constituencies would 'wipe it off the map.'
Theatre redevelopment plans unveiled
Ambitious plans for a revamp of Perth Theatre were unveiled yesterday. It's hoped that the 13 million pound project will include the creating of new rooms and adding a 225 seat performance space. The period features in the B-listed Edwardian auditorium will also be restored. A 3 million pound grant has been offered by the Gannochy Trust, adding to 2 million originally committed by the Council, who own the building. Other applications for funding will be considered in September.
Roadworks set to cause more misery
Roadworks on the A9 south of Perth could bring misery to motorists over this bank holiday weekend. The resurfacing work will be carried out on a length of road near Findo Gask, which is used by around 27 thousand vehicles each day. Transport Scotland insists the upgrading is essential to ensure the A9 operates safely. The work begins this evening, and it's hoped that all will be completed by early on Monday morning.

PKC wins Award from Keep Scotland Beautiful
For the second year running, Perth & Kinross Council has won the Outstanding Achievement Award from Keep Scotland Beautiful. The award is in recognition of the success of local efforts in the National Spring Clean campaign held during April 2010. Almost 5000 people from across the area took part in 133 clean-up events last month - more events than in any other area of Scotland. Many groups also recycled the litter they collected this year, helping reduce the amount going to landfill and supporting national waste reduction targets.
Orange Walk opposition grows
Opposition to next month's Orange Walk through Perth continues to grow with hundreds signing up to online petitions. Thousands are expected to descend on Perth for the parade, which will bring the city centre to a standstill on the last weekend in June. A facebook page set up to oppose the walk is demanding the council reverse its decision to let the march go ahead. Pete Wishart MP has also voiced his concerns.

A new publicity campaign has been launched today in the pubs and clubs of Perth carrying the safety message of 'don't drink and drown'. Posters and beer mats warning that alcohol and water don’t mix were designed by Perth College students. Alcohol is often a factor in incidents in and around waterways in Perth and Kinross during the summer, and could have lead to serious consequences. This year Safe-Tay will also be working with Perth and Kinross Council on the printing of a 'Be water wise' message on parking tickets, and new water safety signage throughout the area.

Vodafone launch mast appeal
Mobile phone giants vodafone are appealing to the Scottish Government after 18 months of attempts to build a mast in a residential area of Perth. Along with O2, the company have wanted to put a mast in Burghmuir Road and twice the applications have been rejected by councillors. It's new appeal to the Government reporter claims provision has been made for environmental conditions and striking an appropriate balance. The plans are within safety guidelines, though residents believe it has no place on their street.

A 23 year old man has been arrested by Police in connection with an alleged assault in Blairgowrie. Arrested in the town yesterday, he is expected to appear at Perth Sheriff Court today on charges relating to the incident. Colin Bissett suffered a punctured lung when he was involved in an altercation over a week ago, with police treating the incident as attempted murder.

Councilors are to be asked to approve spending of 10 thousand pounds on a civic reception at Scone Palace for Prince Charles. A special meeting of the provost's sub-committee has been called in advance of the royal visit next week. The Prince will be coming to Perth as part of the 800 celebrations and the programme includes visits to Stanley Mills, Balhousie Castle and a special farmer's market.The civic reception will host 200 guests representing the community.

Poppy Scotland, the charity behind the Poppy Appeal, is urging veterans in Perth and Kinross in need of support to get in touch. The charity provides year-round support to those from all Service backgrounds and is keen to make sure eligible veterans receive the support they need.

Perth to host Curling Champoinships
The Royal Caledonian Curling Club and the World Curling Federation have announced that Perth is to host the 2011 World Junior Curling Championships. Set to take place in March next year, the World Juniors are returning to the Dewar's Centre after 15 years. Perth plays host to many other national and Scottish Championship and was chosen partly because of the city's commitment to the sport.
Teenager pulled from River in Perthshire
Dramatic scenes on the River Isla near Coupar Angus last night, as a teenage boy was pulled from the waters. The 15 year old, who has not been named, was rushed to Ninewells after Fire and Rescue Crews pulled him out. Despite the heat of the day, the river was still cold and he was treated at the scene for hypothermia - he is said to be in a stable condition. Local charity Safe Tay is launching a major drive aimed at raising awareness of the dangers of rivers.

Fire crews from across Tayside were called into Perth early yesterday morning as business premises of fishmonger George Campbell and sons was reported ablaze. No injuries were reported, with no one in the factory at the time. Over one and a half hours was spent tackling the fire, with dampening down going on for a considerable time after. An investigation has now been launched into the cause of the fire. George Campbell and sons are a major supplier of fish to Scotland's hotel and catering industry, stocking many of Perth's restaurants.

Perthshire should be golfing centre
In the Scottish Parliament this week, local Conservative MSP Murdo Fraser made it clear that he wants to see Perthshire promoted more as a tourist area. He has now called on EventScotland and VisitScotland to do more to help. With the Ryder Cup coming to Gleneagles in 2014, he wants to see Perthshire billed as a golfing centre to attract more visitors. Tourism is a major industry across Perthshire, with some communities relying on a tourist economy.

Putting customers needs at the heart of waste and recycling service is the focus of a report going in front of councillors next week. Members of the Environment committee will be asked to sign up to the Waste Collection Commitment – a document that sets out the council's commitment to providing service that is value for money and meets customer needs. The plans have 10 principles which include regular, reliable collections, as much recycling as possible and consideration of special requests. The report already includes a note that the Council is undertaking many of the actions required to meet the principles.

The UK coallition government has said it plans to seek part-privatisation of the Royal Mail. Perth's MP Pete Wishart has warned that the move could lead to job losses and service cuts, which could affect rural post offices across the area. He firmly believes the postal services should remain in public hands and plans to fight for the retention of the Royal Mail as it stands.

Two local MSPs have branded attacks on teachers in Perth and Kinross schools as unacceptable after producing figures showing over 1300 attacks in the past 5 years. Conservatives Murdo Fraser and Liz Smith say one attack is too many and are calling for Centres to be set up that would take unruly pupils out of mainstream education. But Perth and Kinross Council are adamant that programmes put in place to help kurb the violence have vastly improved the situation, with a drop year on year in attacks.

Two Perthshire community groups have made successful bids to the Climate Challenge fund, it has been announced today. Ardoch Development Association has been awarded 19 thousand pounds to fund an advisory role, to assist households implementing measures to reduce emissions by 10 percent. And the South Perth Community Partnership is to receive over 50 thousand pounds for an allotment project, encouraging social cohesion and the reduction of waste and CO2 emissions through organic gardening. The Climate Challenge Fund was launched by the Scottish Government in 2008 and totals over 27 million pounds.

Royalty comes to Perth
Perth is to welcome a royal visitor on June the 1st as part of the Perth 800 celebrations. His Royal Highness Prince Charles will be welcomed to the city and will have the opportunity to explore Stanley Mills and a special Perth Farmer's Market. He'll also take to opportunity to visit Balhousie Castle to receive a briefing on the Black Watch heritage Appeal and meet with serving soldier, veterans and cadets. A civic reception is also to be held where he will meet 200 people representing to community.

Perth's MP Pete Wishart has called on the orange order to think again about its parade in Perth. Mr Wishart has warned of disruption, disorder and discontent should the parade go ahead, which would include 9000 Orange men and parade followers for the County Grand Lodge of the East of Scotland’s annual parade which is to be held in Perth this year.He also feels the commemorations have no relevance to Perth. Councillors voted to grant permission last week for the walk that is scheduled to take place on the last Saturday in June.

Two brothers from Blairgowrie were found guilty yesterday of attempting to murder their cousin. The jury was out for two hours before returning a unanimous verdict against Hugh Mullen and a majority guilty verdict against younger brother Richard. Both had denied the claims. The case has now been adjourned to the High Court in Aberdeen where they will be sentenced.

Country Roads campaign nets speeders
Tayside Police charged over 30 drivers for speeding offences during the national Country Roads weekend over the 14th to the 16th of May. Among those caught out were three who were driving at over 100 miles per hour. A 29 year old man was caught driving at 101 miles per hour on the A9 near Perth. As well as detecting a number of speeding offences at the weekend, Tayside Police also caught five people who were driving while using a mobile phone and eight people who failed to wear a seatbelt.
Services for older people need to change
Services for older people will need to change, to meet growing future demand, according to new reports. Councillors will tomorrow be asked to approve the re-shaping of existing services in order to meet national objectives to help people remain in their own homes as independently as possible. The number of people aged over 65 living in Perth and Kinross is expected to increase by 74percent by 2031, higher than the national figure of 61percent.

New Conservative Health Secretary Andrew Lansley MP has said he will renegotiate the GPs contract, which allows them to opt out of providing out-of-hours care. This topic has implications for the Highland Perthshire community of Kinloch Rannoch, who have been fighting for out-of-hours care. Free school breakfasts labelled 'discriminatory'
Reductions in class sizes and the piloting of breakfast clubs for pupils in primaries one through three are to be discussed by councillors this week. Already the breakfast plans have come under fire from the Conservative contingent on the Lifelong learning committee, who believe it to be discriminatory. Strathearn Councillor Barbara Vaughan says it discriminates against rural areas as those listed to receive the free meals are in the urban areas. According to reports, the breakfasts will be introduced to schools with the highest level of free meal entitlements.

Organisers of the Etape Caledonia have no opened registration for next year's event. Following on from a successful weekend, it's expected that places for the 2011 event will fill up fast. Already MacMillan Cancer care have reported donations totally over 300 thousand pounds, which is expected to rise as more flood in over the next two months. The success of the Etape, as a closed-road event, has lead to the creation of a second, similar event to be held in Ireland later this year.

Council to meet Homeless targets ahead of schedule
Perth and Kinross Council is ready to meet national 2012 targets for tackling homelessness ahead of schedule. Councillors will hear next Wednesday about a raft of policies, measures and support introduced over the last few years that has improved the outcomes for homeless people. They now hope to reach the national targets by October of 2011. Councillors will be asked to agree to extend priority need status to the unintentionally homeless in order to meet national requirements.
Police encourage safe driving on National Country Roads Weekend
Tayside Police are encouraging safe driving during the national Country Roads Weekend, which begins today. The Force will be highlighting the importance of responsible driving and the dangers of not doing so when on country roads. It's hoped that raising public awareness will help reduce the numbers of those killed or seriously injured on the roads. Warnings include the need to drive at an appropriate speed as well as not using mobile phones.
Local MSP has called for more support for veterans
Mid Scotland and Fife Conservative Murdo Fraser praised the Black Watch during a debate in the Scottish Parliament on the 65th Anniversary of VE Day, noting their involvement in every major British action during the war. Mr Fraser said there should be greater recognition of war veterans in Scotland, many of whom sustained severe injuries defending their country. He said he feared not enough was being done for soldiers, which included issues of equipment for serving soldiers as well as families living in substandard homes.

Councillors will hear next Wednesday about a raft of policies, measures and support introduced over the last few years that has improved the outcomes for homeless people. They now hope to reach the national targets by October of 2011. Councillors will be asked to agree to extend priority need status to the unintentionally homeless in order to meet national requirements.
Police encourage safe driving on National Country Roads Weekend
Tayside Police are encouraging safe driving during the national Country Roads Weekend, which begins today. The Force will be highlighting the importance of responsible driving and the dangers of not doing so when on country roads. It's hoped that raising public awareness will help reduce the numbers of those killed or seriously injured on the roads. Warnings include the need to drive at an appropriate speed as well as not using mobile phones.
Local MSP has called for more support for veterans
Mid Scotland and Fife Conservative Murdo Fraser praised the Black Watch during a debate in the Scottish Parliament on the 65th Anniversary of VE Day, noting their involvement in every major British action during the war. Mr Fraser said there should be greater recognition of war veterans in Scotland, many of whom sustained severe injuries defending their country. He said he feared not enough was being done for soldiers, which included issues of equipment for serving soldiers as well as families living in substandard homes.

Perthshire town to get new sailing hub
A Highland Perthshire town is in line for a new and improved sailing hub after plans were approved yesterday by councillors. The Loch Tay Boating Centre in Kenmore will be demolished and replaced with a larger structure, which will include a water sports facility and a yacht club. Co-owner James Woolnough was on hand to assure councillors the plans were to create a modern venue for enthusiasts and not to overdevelop the area.
Railings back in place after WWII war effort
Work to reinstate cast iron railing at the front of the AK Bell Library in Perth is now complete. The recent cold weather delayed the works but that last capstones were lowered into place at the weekend. Perth and Kinross Heritage Trust designed and arranged the works. It's hoped to reinstate railings missing since 1941 when they were taken to help the war effort, in other prominent locations across the city.

License Plate not up for sale
Perth and Kinross Council have said that the Provost's license plate will not be going up for sale anytime soon. The iconic plate with 'ES 1' has been used on the Provost's official car since 1954. As Scottish Council chiefs are being urged to sell private numbers to raise much needed cast for the Local Authorities, the civic history attached to this one means the Council has no plans to sell. In 2005 it was revealed the place could be worth up to 250 thousand pounds.
Etape opposers not to protest this year
Opponents of the Etape Caledonia Cycle event said yesterday that they will drop protest. Instead, the Anti-Closed Road Event group are putting their efforts into developing a open road alternative for 2012. Their decision to end demonstrations at the event was prompted partly by the attack on the race last year with carpet tacks. Peter Hounam, spokesperson for ACRE, insists the group happily welcome cyclists to Highland Perthshire.

CSP funding seeks Committee approval
Information on successful projects funded by Perth and Kinross Community Safety Partnership over the last year will be presented to Councillors on Wednesday. Members of the Community Safety Committee will be asked to approve the continuation of funding to the Partnership so that work can carry on. Many projects will continue to be funded for another 12 months if the committee agrees, including Safe Taysiders, Army Cadet Force Outreach Project and Show Racism the Red Card. Full details of the outcomes of these projects will be published in the Community Safety Partnership's annual report later this year.

Perth and Kinross Council has been carrying out improvements to its customer services. First approved in 2005, the upgrading has lead to more customer service training, new standards and an improved website. Their aim to is continue to move forward with more work, but considering the economic climate, the meeting of the full council tomorrow will be asked to approve a revised strategy. Projected budget cuts mean the Council may not be able to offer the current range in the future, and now they believe they must look at different ways of delivering services.

A Perth 800 'travel bug', in the shape of a small bear, has made it back to Perth this morning after being sent off on a European adventure. The bear was used as part of a geocaching network last year, with the aim of getting to Perth's German twin town of Aschaffenburg. SNP Wishart retains Perth and North Perthshire seat
It was expected to be a closely fought race for the Perth and North Perthshire constituency seat between the Conservatives and the SNP.

The margin between the SNP and the Conservatives more than doubled since the 2005 General Election. Conservative Candidate Peter Lyburn was gracious in defeat, making it clear he felt his campaign had been a clean one by saying "I maintain my core principal that you can win in politics without being a dirty fighter, and I'll be back. I live here, and I still believe the United Kingdom will be best served with a Conservative Government."
The swing of 2.9 percent from the Conservatives to the SNP helped Pete Wishart retain his seat at Westminster for a further term. Backed by nine previous years in the role, Mr Wishart hopes to continue to serve constituents to his best ability, "We heard lots of talk about this being a top target seat, we were told we were under threat and under pressure. We fought this contest very keenly and I was keen to put out my own personal record and invite people to compare and contrast what was on offer and it's fantastic that they chose in such numbers to back me and allow me to represent their interests in parliament once again."

In the Ochil and South Perthshire constituency, Labour Candidate Gordon Banks has held his seat, against major opposition from SNP candidate Annabelle Ewing.

Man arrested after theft from 80 year old lady
A theft yesterday afternoon in the car park at Morrisons saw an elderly lady in her 80s have her handbag stolen, from inside her car. A man reached into her car and stole the handbag just before she drove home, and it was suspected that she had been followed while inside the store.Members of the public gave chase but were unable to catch him. Tayside Police have confirmed today that a 25 year olf man has been charged in relation to the incident.
John Muir Trust oppose windfarn access changes
Leading Scottish Environmental Charity, the John Muir Trust have branded possible changes to access routes for a local windfarm as chaotic. The Griffin Wind Development Farm approved for Inver was taken over by Scottish and Southern Energy, but they have now put forward new proposals for access. The Trust are now worried about the impact these changes could have on the local environment and communities

A Perth project that houses people with complex alcohol problems is set to close. The Tayview House has been a joint project between the Churches Action for the Homeless and Perth and Kinross Council. The scheme will be closed soon and replaced with a project focussing on youth services. A recent review showed a need to try other option when it comes to support for those suffering from chronic alcoholism.

Mentoring Programme launched by YMCA
The Perth & District YMCA recently launched a programme called Plus One Mentoring. In association with Perth and Kinross Community Planning Partnership, the programme recruits volunteer mentors who work with young people to offer them support to achieve their full potential. Perth is one of three Local Authority area's piloting the programme in Scotland.
Initiative to target reckless bikers
A police initiative has been launched in Perth that targets speeding bikers. Perth and Kinross has seen the majority of motoring accidents in Tayside in the last year. The new message is to watch out for what is round the corner, as bikers take on the twisting roads of rural Perthshire. A new unmarked stealth bike will be rolled out to catch reckless riders, by capturing footage through an onboard video camera and hard drive.

A team of primary 6 pupils from Cleish Primary School will be representing Perth and Kinross at the national final of the Euro Quiz on Monday after winning the area title. The youngsters won through to take their place in the final, being held in the Scottish Parliament's debating chamber, after a hotly contested local heat. The Euro Quiz is organised by the Scottish European Educational Trust and tests pupils on a range of subjects including history, geography, sport, culture and the European Union. All Scottish Councils have taken part in 2010, with over 400 schools and 1600 pupils competing in local heats across the country.

City Hall saga end in sight
It's hoped that an end may soon be in sight for the saga on the future of Perth's City Hall. Calls for demolition of the building recently came from Perth Civic Trust, but a number of residents would still prefer that the building is kept in some form. A recent public consultation is said to have been successful, and a report going to the full council will also include a cost/benefit appraisal, considering the economic climate. The building has been empty now for five years, and has cost taxpayers more than 60 thousand pounds to maintain.

Fire tore through buildings at a Perthshire farm last night that saw appliances rush to the scene from all directions. Buildings at Jamesfield Farm, near Abernethy, were reported burning to Tayside Fire and Rescue at around 8 o'clock. Firefighters were greeted with many obstacles, with the presence of over 500 gallons of fuel oil and 20 tonnes of straw bales. The fire was under control within two hours but dampening down is expected to take place over the next 24 hours.

A display of medical memorabilia is being hosted by Blairgowrie Community Hospital. Members of the community are being invited to see the permanent display which provides a snapshot in time of local healthcare. Located in the main reception of the hospital, it was specially created to include medical and surgical equipment donated by local GPs. Part of the display will also include a variety of photographs which help bring the history of the hospital to life.
