Local MP sees cold weather payment dividends
A local MP has said the fight for a change in Cold Weather payments has already seen dividends. MP for Ochil and South Perthshire Gordon Banks had campaigned for weather monitoring stations for Perthshire to be located closer to the area – moved to Strathallan instead of at Leuchars. Cold weather payments, are given to those eligible should the temperature for the area they live in drop below zero degrees. The first payments from the system, totally up to 290 thousand pounds for Strathallan and Braemar, were made yesterday to the areas covered, including Perthshire and Kinross.
Hollywood stars helps Aberfeldy campaign
Hollywood star Alan Cumming is assisting campaigners in Aberfeldy. The Scottish actor has agreed to help the town as they bid to re-open their local cinema. The 1.3 million pound appeal would breathe new life into the disused building, and it has already received part funding from the town centre regeneration fund. The cinema would be a community run 92-seat auditorium with a cafe bar featuring digital technology.
Scottish Gov't offer winter-proofing to residents of Perth
With the big freeze and sub zero temperatures predicted over the Christmas period, help is being offered to households in Perth and Kinross to winter-proof homes. The Met office is predicting that temperatures in the region could plummet to minus 12 celcius. In a bid to cut fuel bills the Scottish Government is offering a variety of free energy saving and draft proofing devices to eligible young families, those on benefits and the elderly. Local businesses must comply with age restricted products
Local businesses selling age restricted products, such as cigarettes and alcohol, must comply with the law, or risk prosecution. That's the message from Perth & Kinross Council's Trading Standards Team, who found that 28 percent of retailers tested sold cigarettes to under-age teenagers. In September and November this year, it was found that youngsters, aged 15 and 16, were able to buy cigarettes from 8 out of the 29 retailers tested across Perth and Kinross. Enforcement action is being taken against the retailers who sold cigarettes illegaly to young people, and if anyone is in doubt about the laws they can contact Trading Standards for a free guide.

PKC officials defend Perthshire tourism
Perth and Kinross officials have leaped to the defence of the local tourist industry, after figures were released last week that showed a drop in visitors. MSP Murdo Fraser commented that the figures were worrying and called on VisitScotland and the Local Authority to do more to promote the area. Leader of the Council Ian Miller pointed to a VistScotland survey that showed an increase in footfall to Tourist information Centres over the summer months. And local MP Pete Wishart has also commented that the tourism sector is in 'pretty good shape' and it would be best not to focus on 'one selective survey'.

A consultant at Perth Royal Infirmary has been elected as president for the Royal College of Physicians of Edinburgh. Dr Neil Dewhurst is a Consultant Cardiologist and GP with over 30 years of experience. The Doctor will assume the role, taking over from the current President in March and will serve for three years. As President, Dr Dewhurst will hope to be heavily involved in influencing public health policy and is already urging MSPs to support the introduction of minimum pricing as the Alcohol Bill progresses.
'Callous' thieves steal from disabled woman in Perth
Thieves in Perth have stolen a handbag from a 64 year old disabled woman, while she was waiting for her husband to assemble her mobility scooter. The bag was snatched by two men after the woman placed it on the ground. The theft took place just after 2 o'clock on Friday in Victoria Street, before the men ran off into Nelson Street and South William Street. Tayside Police are now appealing for help on what they have called a callous crime.

Power line decision delayed
Despite original plans, a decision on the planned upgrades for the Beauly to Denny power line will not be made in 2009 The decision will now be made in 2010, in a Ministerial Statement to Parliament. The delay now means groups and communities will have to wait longer to hear the fate of one of the largest planning applications Scotland has seen since devolution. Communities across northern Perthshire will be affected by the lines, and have been campaigning to get the upgrades grounded so as to allay fears of possible health hazards as well as a potentially negative visual impact.

Provost John Hulbert has today given his support for the Cittaslow Perth’s 'Unplugged' initiative, aimed at encouraging households and businesses to reduce CO2 emissions by unplugging appliances. Cittaslow Perth declared today to be 'Perth and Kinross Unplugged Day' as the United Nations Climate Change Conference ends in Copenhagen. It's estimated that leaving appliances like televisions and computers on standvy results in 4 million tonnes of CO2 emissions in the UK, and costs households an extra 37 pounds a year. The Provost is leading the way as he and Council staff switch off unused electrical equipment in the Council offices.

And Perthshire's mental health centres have received positive inspection reviews from the Care commission. The centres at Meadowell and Springwell were assessed as 'very good' in each of four different criteria examined by inspectors during their visit in June. The Meadowell centre provides service placements for those living in the Strathmore area, and Springwell for those in Strathearn and Kinross. Both centres scored well in the quality of care, environment, staffing and management.

Provost becomes 'Mayor for Peace'
The Provost of Perth, Dr John Hulbert, has become a 'Mayor for Peace' by joining his counterparts from other cities in signing up for a global anti-nuclear lobby. The council endorsed the move at a meeting yesterday and have also approved a one thousand pound donation to the campaign, which was started by the Mayors of Hiroshima and Nagasaki. Members have no formal obligations or costs but can support the organisations international campaign work, with two major drives already underway. Mayors for Peace is composed of cities from over 130 countries around the world supporting a program working towards the abolition of nuclear weapons.

The information highlights that Council schools are matching the national average for exam results at Standard Grade and surpassing it for Higher results. Achieving 5 Highers is the 'gold standard' for exam results and Perth and Kinross is among the top five areas in Scotland. The Council's Lifelong learner convenor Liz Grant has said they are striving for consistency in exam performances to ensure young people can reach the highest levels of success.

Local MSP worried by anti-depressant use in Tayside
A local MSP has branded new figures on the use of anti-depressants as 'extremely worrying' for people in Tayside. Labour MSP for Mid-Scotland and Fife Dr Richard Simpson, is a fellow of the Royal College of Psychiatry is concerned that the Tayside area is ranked high in a table for those on anti-depressants. With almost 10 percent of the local population on the drugs, Dr Simpson says more must be done to stop people needing to resort to them in the first place. He has said more advice, help and support is needed for those who are burdened and worried so that anti-depressants are only used as a last resort.
Perth canon could become UK's first female Bishop
The canon of St. Ninian's Cathedral in Perth could become Britain's first female bishop. The Reverend Canon Dr Alison Peden has been shortlisted for the role of Bishop of Glasgow and Galloway in the Scottish Episcopal Church and is among three candidates being considered. The three were selected by a committee of clergy and lay church members who represent the diocese and the wider church. Women have been allowed to become bishops in the Scottish Episcopal Church since 2003 but Dr Peden is the first to be shortlisted.

A famous Perth landmark will hopefully be opened once more to the public in the coming year, thanks to Regeneration Funding. The Fair Maid's house, made famous through Sir Walter Scott's novel 'The Fair Maid of Perth' has been closed for the last few years, with the Perth Common Good fund keeping it wind and water tight. The Royal Scottish Geographical Society moved into Perth last year and hope to use the House to display many of the old maps and documents in their possession.

Whisky figures show global growth
New figures have shown that more than 807 million bottles of Whisky were shipped abroad during the first nine months of 2009. Local MP Gordon Banks has welcomed the news for the Perthshire area, noting that Global shipments grew by 1.5 percent compared to 2008. The whisky industry is important to Scotland and to the Perthshire area, whether through production or the distillery tourist attractions. The figures, published by the Scotch Whisky Association has shown that the industry remains confident of future growth as international conditions improve.
New initiative launched for over 50s
People living in Perth and Kinross aged 50 and over are being asked to come forward with bright ideas to help improve the lives of older people in the area. An initiative has been launched today called Age Unlimited, which aims at tackling the issue of social isolation in the elderly. Launched by NESTA, (The National Endowment for Science Technology and the Arts, the initiative will give successful applicants support and funding of up to 10 thousand pounds to develop their idea into a live community project. The population in Scotland is predicted to age considerably between now and 2031 and the volume of the country's ageing society is placing increasing demands on areas such as health and care services.

The Scottish Government has invested over 1 million pounds in a pilot expansion scheme of MacMillan Cancer Support's financial advice services. The money means Macmillan are able to offer advice in all of Scotland's five cancer centres and has also helped projects in Tayside for people affected by dementia, stroke and COPD. Perth and Kinross housing and health concener, Councillor Peter Barrett believes the help is extremely valuable for those affected who may not know what benefits they are entitled to. The cost of having these conditions can run into thousands of pounds and money worries can heap on added stress.

Worries for power line announcement
A decision on the Beauly to Denny powerline is expected by the end of this year, however there are worries from local politicians that the announcement won't be made in Parliament. MSP Murdo Fraser has called on the Scottish Government to be more transparent and allow the decision to be scrutinised when it's announced. The power line upgrade is possibly the biggest planning application the Scottish Government has seen and the public consultation period has been long. Communities in Perthshire will be affected, and are asking for the lines to be put underground to avoid adverse affects.

A Local MP has written to Perth and Kinross Council's Head of Planning after a committee granted outline planning consent this week for a supermarket in Scone. MP Pete Wishart had previously met with residents who were opposed to having a supermarket in the village, currently planned for the Park and Ride site. The council received only 2 letters in support, and over 80 in opposition but believed the silent majority would welcome the new addition. Mr Wishart's letter includes the concerns raised by residents, including the possible effect on the current retail outlets as well as questioning the need for another supermarket in the area.
Public consultation proposed over City Hall
Proposals are to be put forward at the next Full Council meeting for public consultation on the future of the City Hall. If approved, the process will begin in January and the report details three different options comprising re-use, demolishing or partial demolishing of the Hall. Consultations will take many forms, with online questionnaires and focus groups.

Fall girl in serious condition
A girl who fell 90 feet into a gorge in Perthshire yesterday is said to be in a serious but stable condition at Ninewells hospital. The teenager from Dundee was on a mountain bike trip in Dunkeld when she collided with the Rumbling Bridge before falling into the River Tay. Emergency services had been quick on the scene and she had been airlifted by RAF Leuchars search and Rescue. The girl sustained a broken arm and serious internal injuries including a ruptured spleen, crushed kidneys and a torn pancreas as a result of the incident. She is currently in the intensive care unit and was expected to undergo surgery today.

Despite pleas from a local councillor, supermarket plans for Scone have been given the green light. Local Councillor Lewis Simpson claimed the proposals would have a catastrophic effect on the existing retail area of the village. The new food store is planned for the current park and ride facility on the edge of Scone. There was a strong campaign against the plans by residents of the village however, the council's development quality manager Nick Brian believes a silent majority supports them and recommended approval.

Householders and businesses will be able to access improved broadband speeds and better coverage. Local politicians have spoken of their support for the improvements, with MSP Murdo Fraser acknowledging the importance of broadband for today’s businesses .

Black Watch parade in Aberfeldy on Thursday
The Black Watch, 3rd Battalion The Royal Regiment of Scotland, will march through the streets of Aberfeldy tomorrow, to say thank you to the townspeople who supported them throughout their recently completed 7 month tour of Afghanistan. The Battalion was based at Camp Roberts in Kandahar, and was tasked with specific missions against the Taliban in Kandahar and Helmand. They were heavily involved in the high profile Operation Panther's Claw throughout the summer, ahead of the country's elections. The Parade will step off from Dewar's visitor centre at 10 o'clock and will march to The Black Watch Memorial in Aberfeldy.

Tayside Police are appealing for information after the shooting of an rare bird in Perthshire last week. A Red Kite bird of prey was found shot and badly injured on the outskirts of Braco by a dogwalker last Wednesday after he saw it flapping in a burn. X-rays revealed the bird had a broken wing and five shotgun pellets lodged in its body. The Red Kite was once a common site in the UK but is now a protected species.

Residents of the Muthil area have signed letters to the Scottish Executive objecting to the proposed overhead line. Protesters have been backed by politicians and the Drummond Estate landowners in their attempts to persuade the developers to lay the lines underground. The public inquiry process for the power lines has been a huge undertaking, and a decision is expected before the end of the year.

Plans to create up to 800 homes to be built in Auchterarder seem set to be backed by councilors this week. Recommendations from planning chiefs are for the approval of a scheme for 177 new houses to built on a site closely linked to the existing community. These houses, 25 percent of which will be affordable, are part of a larger scheme described as one of the biggest infrastructures ever seen my the council. A decision on the proposals will be made by the development control committee tomorrow.
Police Road safety campaign begins
The annual Festive Road safety Campaign has been launched by Tayside Police, also with the other Scottish Forces. The campaign aims to tackle the issue of drink and drug drivers with officers taking action to place irresponsible drivers before the courts. This year also includes an initiative where courts can order the forfeiture of a drink driver's vehicle and if caught, these drivers will be kept in custody to appear in court on the first lawful day after their arrest. Considering that this could very well include the extended weekend and holiday period, the message is that it’s not worth the risk.
Eco-Schools Action fund secured for next year
The Perth and Kinross Eco-Schools Action Fund has secured funding for the next 12 months. Set up last year to encourage schools to achieve 'eco-school' status, support has been confirmed from companies glad to see the success and popularity of last year's programme. The Eco Schools project is an international programme supporting active citizenship and sustainable development. To gain an Eco Schools Green Flag, a school has to carry out projects that better help the environment, like energy efficiency, a reduction in water consumption or improvements to the school grounds.

Supermarket plans recommended by Planning Dept
Controversial plans for a supermarket in Scone are being recommended by the Council's Planning Department. The Local Authority believe there is community support for the project despite there being 89 letters of objection received during the consultation period - and only two in support. The supermarket would be built on the current Scone Park and Ride site, with a 3500 square metre supermarket and 280 parking spaces. Campaigners have been out on the streets of Scone organising opposition as they believe it could have a negative impact on Scone's other stores.
City Status dinner takes place tonight in Westminster
Provost John Hulbert and MP Pete Wishart are tonight co-hosting a dinner in the House of Commons. The event is being held as part of the campaign to regain city status for Perth, which was lost in 1976 during Local Government re-organisation. It's hoped that the influential guests invited to dinner will help in having Perth recognised during the 800th anniversary celebrations. City status would bring many benefits to Perth, including those of a financial nature.

Today it was revealed that national funding will boost the development of interschool basketball in the area. The Perth and Kinross School Sport Planning Group has been awarded 660 pounds of Sportsmatch funding. This will be used to purchase equipment to help with running interschool tournaments for secondary schools. Interschool basketball is developing throughout Perth and Kinross schools and earlier on in the current school year, fifteen U15 teams came together at Bells' Sports Centre to take part in the P&K Schools Basketball Festival.

Tayside Police launch Festive operation in Perth
Tayside Police's Western Division has launched this year's Operation Festive homesafe in Perth and Kinross. Launched in 2005, the operation aims to ensure everyone can enjoy a safe and secure Festive season and will be run over Christmas and New Year. Anti-social behaviour and town centre crime can be more prevalent at this time of year with more incidents being alcohol related, and part Homesafe operations have seen up to a 20 percent drop in serious and violent crimes. Uniformed police officers will undertake focussed patrols in Perth city centre as well as Blairgowrie, Crieff, Pitlochry and Kinross and taxi marshals will be out at nights to help revellers.

A local MSP has added her support to Carers UK's national carers' rights campaign that takes place today. According to the 2001 census there are just over 12,000 carers in Perth and Kinross who provide care to family, friends and neighbours.
The Carers Rights Day campaign seeks to increase the take-up of benefits for those who are unpaid carers’s and raise awareness of their rights. Liz Smith, Conservative MSP for Mid Scotland & Fife believes it's a real concern.
T in the Park tickets on sale
And thousands of T in the Park tickets went on sale today for a limited period. This is the second year that tickets for the event have gone on sale before Christmas – and they will still be sold at 2009 prices. The festival, held at Balado in Kinross-shire will be headlined by Kasabian and take place from the 9th of July 2010. Last year's festival saw 85,000 fans enjoy acts by headliners Blur, Kings of Leon, the Killers and Franz Ferdinand.

Black watch parades in Perth next week
Special parades in Aberfeldy and Perth next week will mark the return home of The Black Watch, 3rd Battalion the Royal Regiment of Scotland. The Battalion is undertaking a series of parades around its traditional recruiting area to thank local communities for their support during its latest tour of duty in Afghanistan. On Thursday, soldiers from the Battalion will parade through Aberfeldy and then next Saturday the 12th they will be in Perth parading past the Council Buildings. Pipes and drums will play during the parades and the 400 soldiers taking part will be in Regimental colours, and also be accompanied by the regiment's pony.
MP to meet with Scotland Office Minister for City Status
A dinner has been organised at Westminister to discuss the campaign for city status for Perth and it's due to take place on Monday. Provost John Hulbert will be attending as well as MPs for the Perth area, Pete Wishart and Gordon Banks. The campaign for city status has been ongoing for some time, and with Perth 800 looming, now is considered the best time to secure the title of 'city' and the benefits that come with it. MP for Ochil and South Perthshire Gordon Banks will also be meeting with the Scotland Office Minister Anne McKechin to discuss the campaign.

Auchleeks estate at Trinafour in North Perthshire is benefiting from a custom remote weather station built by Tayside students. The students from Abertay University built and installed the system which gathers information on wind speed and direction as well as temperatures. Users can text the weather station and receive the data or log on to a website and it's hoped that a video camera can be added to view the scenery. The estate's gamekeepers can now log on to help with land management to plan their days.

Perth Charity Map launched
A new Perth and Kinross 'Charity Map' was launched today to encourage residents to donate to charity shops and also to explain what kind of donations charity shops accept. The Perth and Kinross Network of Charity Shops and Reuse Projects decided to develop the Charity Map after a seminar held earlier this year where organisations came together to finds ways to resolve common problems. The map lists all the Charity shops in Perth and Kinross and a listing of what they can and can't accept, as charities have to spend time and money disposing of unsuitable items donated with the best of intentions. Charity shops and re-use projects can also play an important environmental role helping to extend the life of the products.
Hydro-plant plans put on hold
A Perthshire hydro plant planned for the Birks of Aberfeldy has been put on hold, following the finding of a rare herb. Small cow-wheat has been found in the wooded area surrounding the famous Falls of Moness and the future of the development will now wait for two months while environmental issues are considered. Issues not raised in the original report will now be discussed, with the Royal Botanic Society and Scottish Natural Heritage raising new concerns. The small cow-wheat herb is found in humid conditions near waterfalls, burns or lochs but numbers have dropped by more than 70 percent in recent years and is considered a priority species.
Homecoming Baton handover to Perth 800
Perth and Kinross Provost John Hulbert has accepted a 'baton handover' from First Minister Alex Salmond to mark the end of the Year of Homecoming and the beginning of the Perth 800 celebrations. The handover took place at a St Andrew's Day event in Edinburgh on Monday and was attended by over 400 people. During his speech at the event the First Minister handed Provost Hulbert a rolled-up copy of the Charter granted to Perth in 1210 by King William the Lion. Perth 800 will carry the Homecoming spirit into 2010 as the year-long celebration will feature over 100 events and activities for residents and visitors alike to enjoy and get involved in.

Over 100 drug finds in Perth Prison in 2009
Figures have been released that show there has been 127 drug finds in Perth Prison during 2009 so far. The number of finds has been decreasing in recent years, going down from over 200 in 2005 right up until now. Mid-Scotland and Fife Conservative MSP Murdo Fraser has welcomed the drop but still feels that just one incident of drugs being found in prison is one too many. Mr Fraser is now calling for tighter controls to stop drugs getting to Perth Prison inmates.

The Scottish Government is running a conference on Protected Food Names at Perth Racecourse tomorrow. Perth Politician and Scotland's Environment Minister Roseanna Cunningham will be attending, with her keynote address including the message that greater protection is needed for iconic Scottish produce. The event highlights the benefits of achieving protected name status which provides legal protection from imitation at European level. It is widely recognised as a sign of true quality and has helped increase export sales. Ahead of tomorrow's address Ms Cunningham has said too few Scottish brands have protected name status, and Scottish companies deserve to have their reputations protected.
Personal safety alarms launched in Perthshire
Tayside Police today became the first Scottish Force to offer personal safety alarms to victims of domestic abuse. The alarms are being rolled out in Perth and Kinross for a six month pilot project with the hope it will protect those victims who are deemed to be at the highest risk of harm from domestic abuse. The lightweight hi-tech device, which incorporates the latest GPS technology, will help the emergency services to react quickly to people who are in danger and locate them wherever they are. The devices have been used in England and Wales, but this will be a first for Scotland.

Orchards could be part of 800 celebrations
Perth's historic orchards could be revived as part of next year's 800 celebrations. A public meeting has been called to discuss the potential of an Orchard 800 project after the success of a similar scheme in the Carse of Gowrie. Perth and Kinross Countryside Trust is backing the plans and believe it would follow the long tradition of growing fruit in Perth. Little remains of Perthshire's plum and pear orchards and the 800 celebrations could be a timely intervention. The meeting will be held on Wednesday ay 7 o'clock in the AK Bell library.

A Perth councillor has raised his concerns for the levels of shoplifting occurrences in Tayside. Councillor Alexander Stewart, a member of the Tayside joint police board asked to see the figures at a recent board meeting. There has been a rise of approximately 30 percent since 2001/2002, though there has been a slight drop in the statistics for the last 6 months. Now there are worries that temptation could prove too much over the Christmas period, when shops are busy.

The developers took their chance to state their case to sceptics in the town on Saturday for the small-scale scheme at the Falls of Moness. Developers say the project could generate enough hyrdo-electric energy to power 1000 homes and provide local construction jobs.

PKC to freeze council tax for another year
The Scottish Government's Finance secretary John Swinney yesterday announced the funding for local authorities, in order to freeze council taxes for the third consecutive year. Perth and Kinross Council has received an extra 250 thousand pounds for the coming year and 280 thousand for 2010-11. The settlement was as the Council expected and have announced their freeze on council tax for a further year. The council aims to save 6 million pounds, and next week's strategic policy meeting will discuss how to save almost 2 million of that amount.
STAR Awards reveal Florist as top business
The Perthshire Chamber of Commerce STAR awards have revealed a Blairgowrie Florist as Perthshire's best business. Something Special Flowers walked off with the area's top business accolade at the Perth Concert Hall last night. Over 300 representatives from the local business community attended the sell-out event which recognised and rewarded business achievement during 2009.

The Gleneagles Hotel has been recognised with a Commitment to Excellence award at a convention for the Leading Hotels of the World in Venice. Committee refuses application for incinerator
Members of Perth and Kinross Council's Development Control Committee voted unanimously last night to refuse the application for an incinerator on Shore Road. In a lengthy meeting that began early in the afternoon, the debate was well attended by members of the public who are urging the Council to revoke the original planning consent. The committee did not have the power, however, to do that, but have recommended a report be submitted to the next Full Council meeting on that issue.
Heavy Rain affects Perthshire farmers
The torrential rain recently has affected Perthshire farmers with flooded fields, which can affect their livelihoods. Now, the local conservative politicians are calling for support and assistance from the Government to help the farmers. Conservative Westminister candidate Peter Lyburn has also asked for a National Flood review to put Tayside high on its priority list. Recent figures showing an increase in river flow throughout the area have highlighted a need for new or improved flood defences.

Tayside Police has joined forces with Tayside Fire and Rescue and NHS Tayside to pledge support for the White Ribbon Campaign. The Campaign started in Canada in 1991 when a handful of men decided they had a responsibility to speak out against violence against women. They decided wearing a white ribbon would be a symbol of their pledge never to commit, condone or remain silent about violence against women, and it is now the largest campaign of its type in the world aimed at men. November 25 is the International Day for the Elimination of Violence against Women and in Scotland, a domestic violence incident is recorded every 11 minutes. Police Officers are being encouraged to wear the white ribbon on their uniform, and white ribbons will be available to members of the public at police stations across Tayside.

Tayside Police has joined forces with Tayside Fire and Rescue and NHS Tayside to pledge support for the White Ribbon Campaign. The Campaign started in Canada in 1991 when a handful of men decided they had a responsibility to speak out against violence against women. They decided wearing a white ribbon would be a symbol of their pledge never to commit, condone or remain silent about violence against women, and it is now the largest campaign of its type in the world aimed at men. November 25 is the International Day for the Elimination of Violence against Women and in Scotland, a domestic violence incident is recorded every 11 minutes. Police Officers are being encouraged to wear the white ribbon on their uniform, and white ribbons will be available to members of the public at police stations across Tayside.

Drug operations lead to fall in prosecutions
Operations targeting drug dealers in Tayside have led to a fall in prosecutions for possession, according to Police. Figures have been released by the Scottish Government showing convictions for drug possession, which has dropped by over 30 percent from last year. Tayside Police have been cracking down on dealers in the area and the number of those convicted has risen by nearly 20 percent. The force has been involved in long-term investigations into organised crime groups, which has affected the supply chain.
Report highlights road fatalities in Perthshire
Today has seen the publication of the Reported Road Casualties Scotland report for 2008. There were 14 fatalities in Perth and Kinross during the year, with a total of 488 injurues of some form on local roads, 41 of which, were children. This is a decrease from previous years, however local politicians feel it is still far too high and have called for action to improve road systems. Conservative MSP Murdo Fraser wants to see investments in the road networks, including in that the proposed duelling of the A9 between Perth and Inverness.

Ochil & South Perthshire MP Gordon Banks met with representatives of Sainsbury's and the local community last week to discuss recent proposals for a new supermarket on the old Perth mart site. Sainsbury's have proposed a new 70 thousand sq foot facility which would support around 500 jobs. The plans are part of a larger Leisure Centre, proposed for the area, which would also include a cinema, gym, restaurants and housing. Mr Banks has said the community groups appear supportive, with concerns being raised specifically around the transport infrastructure as well as plans for spare ground nearby.
Flood warnings remain in place
Areas of Perthshire are still on alert with flood warnings, despite having coped with the heavy weekend downpours. River levels didn't reach those of last week, however, the Scottish Environmental Protection Agency still has four flood warnings in place. These include the communities between the River Tay at Kenmore and Dunkeld, also Aberfeldy, the River Earn from Comrie to Crieff and the River Isla from Bridge of Ruthven to the River Tay. All the rivers have peaked for today but should the weather worsen SEPA may upgrade to severe flood warnings.

New Community Wardens in Perth and Rattray are helping to improve and enhance living standards in those communities. Acting as the 'eyes and ears of the community', the Wardens Service has been operating in the Letham and Hillyland areas of Perth for nearly five years. Their role as a reassurance to the community and a deterrent against anti-social behaviour new schemes in Muirton and North Muirton are working to build positive relationships with young people of the area. While in Rattray, the police have tasked Wardens with dealing with anti-social behaviour complaints, thereby saving on police resources.

Packed meeting on Dall Estate plans
Over 100 people packed into a public meeting last night organised by MP for Perth and North Perthshire, Pete Wishart. It took place to discuss the plans for the development of the Dall Estate on Loch Rannoch. Described as a 'millionaire's playground', developer Malcolm James plans to create an exclusive resort with two golf courses and more. The proposal has been opposed by local residents and conservation organisation and the developer's agents took questions from the floor. Mr Wishart believes the turn out shows the scale of concern that the local community has, and the developers have their work cut out for them if they are to address all the issues covered.

The constant rain from the last two days has caused problems for motorists around Perthshire, with routes into Perth hit with localised flooding. Flood watches are still in force throughout the county, with the rivers Tay and Almond still running high, and not expected to peak until the middle of today. Although there isn't any expected problems for Perth itself, areas around Kenore, Aberfeldy and Dunkeld are on flood watch. The Scottish Environmental Protection Agency is warning people to remain on guard and drive with caution.

Public Meeting tonight in Loch Rannoch
MP for Perth and North Perthshire Pete Wishart will tonight be holding a public meeting in the Loch Rannoch hotel. The meeting will be to discuss the public views on the proposed 'millionaire's playground' on the Dall Estate. Mr Wishart was concerned earlier this week, when it was revealed that neither the developer nor their agent had accepted his invitation. Conservation groups such as the RSPB and the Scottish National Heritage have already expressed their concerns on the impact the resort would have on the surrounding area.

The Scottish Environmental Protection Agency has released evidence that shows river flows in Tayside are increasing. A joint initiative between SEPA and the Macauley Land Use Research Institute has resulted in the publication of a Water Quality Atlas for Scottish rivers, which shows the annual mean for the Tayside basin area.
Conservative MSP for Mid Scotland and Fife Murdo Fraser believes this means the Government should take action with improvements to flood prevention schemes.

The Rally of Scotland is coming to Perthshire and will be kicked off this evening with a ceremonial start at Scone Palace. First Minister Alex Salmond will be in attendance along with racing legend Sir Jackie Stewart. Both will officially start the event, which then includes two circuits of a stage that will take competitors right past the Palace itself. There will also be entertainment with pipers, dancers and an autograph session with the top ten drivers.

Perthshire couple's horrifying ordeal
A Perthshire couple are recovering after a terrifying hour long ordeal in their home last night. Just before 9 o’clock three masked men entered their house near Pitcairngreen and tied the couple up. A 57-year-old man was then assaulted and threatened with a knife and other weapons and at one point during the incident he was taken from the house and thrown down a steep banking into the nearby River Almond. The couple were both left tied up whilst the men made their escape. The area has been cordoned off to allow Forensic Examination with Police saying the three men wore balaclavas but had distinctive local accents.

NHS Tayside is today marking National COPD Day which is aimed at raising public awareness of Chronic Obstructive Pulmonary Disease. Diseases such as chronic bronchitis and emphysema are often looked over by media and the public but COPD is considered the fifth biggest killer in the UK, and the fourth leading cause of disease world wide. Almost 7000 patients in Tayside are affected and are being encouraged to find out more.
Enchanted Forrest receives Parliamentary praise
The Enchanted Forest and Pitlochry Autumn Festival continue to receive plaudits, most recently from members of the Scottish Parliament. Mid-Scotland & Fife Conservative MSP Murdo Fraser lodged a Parliamentary Motion in the Scottish Parliament congratulating the events for their success. The Enchanted Forest, which takes place in Faskally Woods, continues to grow - with record numbers visiting the attraction this year. Mr Fraser believes it is now one of Scotlands best tourist events, and its popularity is great news for the local economy.

Sainsbury announce plans for Pitlochry
Supermarket chain Sainsbury's have announced plans for a new store in Pitlochry that could see 150 jobs come to the area. The supermarket has already put forward plans for a store in Perth on the site of the old Perth Mart. Sainsbury's are hoping to bring more competition between larger retailers to Perth and Kinross – with a smaller store in Kinross being the only Sainsbury's currently in the area. This latest proposed development is on Bridge Road, beside the Recreation Ground, with Sainsbury’s chiefs pledging to work with local residents to ensure current usages of the park can continue.

NHS Tayside has been carrying out extensive research in relation to the problem and is now asking for public opinion through a survey on the Tayside public health website.

Local community groups share Lottery funding
A number of community groups in Perth and Kinross have shared over 50 thousand pounds of lottery funding. Eight organisations have been successful in the National Lottery's Awards for All scheme, which gives out small grants to local organisations. The money will be used on a variety of different projects, with Perth Academy set to buy gym equipment for extra-curricular and community use, while the Blackwater Public Hall in Blairgowrie has been given over 8000 pounds to replace it's roof. With Perth 800 looming, the Beautiful Perth campaign has also benefited, with a grant towards the purchasing of bulbs for displays as well as children's tools.

Councillors will be asked this week to approve a plan for housing needs at the Moness House Hotel and Country Club in Aberfeldy. A similar set of plans were rejected last year, however, they are now seeking to build accommodation to house staff. The previously used building for staff accommodation in Aberfeldy was lost and they are now using a part of the hotel and a timeshare unit. Approving the new plan would be a deviation from normal policies, however, development quality manager Nick Brian is recommending approval.

As the recession continues it's thought more people are taking the chance on cheaper work without checking credentials. The office of Fair Trading's campaign 'Your Doorstep, Your Decision' is aimed at warning households against rogue doorstep traders. In Perth and Kinross such tricks are commonplace because of the high proportion of elderly residents – with Auchterarder and the Viewlands area of Perth having been targeted in September.

Perth bid to Regeneration fund a success
The Scottish Government has today announced further funding from the 60 million pound regeneration investments. Perth has been included, with the Local Authority's successful bid for 750 thousand pounds. The money will be used to improve the High Street and also for the refurbishment of Perth Theatre. SNP Parliamentarians Roseanna Cunningham and Pete Wishart have already voiced their delight at the bid's success.
Tayside Swine Flu patients on the rise
The number of patients being admitted with swine flu to hospitals in Tayside has risen in the last week. 25 people admitted with the H1N1 virus recently, marks the highest number since the start of the outbreak, and the number of patients visiting GPs with flu-like symptoms has also risen substantially. Scottish Health Secretary Nicola Sturgeon yesterday warned that a rise is expected as winter kicks in. GPs will be contacting those eligible for the vaccination, with NHS Scotland having received about 40 percent of the total required for the priority groups.

A special meeting of the Development Control Committee is due to take place on November 24th to deal with the issue of an incinerator for Perth. A report by Head of Planning Roland Bean recommends refusal of the application, which would see a waste to energy facility built with a 260 foot chimney stack. The report also recommends the relocation of the current recycling plant on Shore Road due to over-development of the site as well as its visual impact. Black Watch museum launched touring exhibition
The Black Watch Museum has launched their first touring exhibition. Entitled 'This Happens in War', it covers conflicts from the 2nd World War to the Korean war and the Kenyan Insurgency. The exhibition will be shown throughout 2010 in the Black Watch Regimental area.

A tourism group based in Highland Perthshire is trying to attract more visitors to their area late in the year. The Breadalbane Tourist Group has launched the Discover Breadalbane packages to try and extend the tourist season into the winter. It hopes to showcase the best of the area by offering a range of activities to take part in.
Initially launched to help agricultural businesses, it has been expanded to include tourism and is now being treated as a pilot scheme.

The huts that one held German Prisoners of War have been refurbished and firms are already planning to move in. The MoD had retained the camp after World War 2 as a training site but closed it in 2004. It was then bought by the Comrie Development Trust in 2006, who purchased the land before any large scale housing developers in order to preserve to village's look.

The Governor of Perth prison has been praised for her 'inspiring leadership'. MSP Roseanna Cunningham yesterday visited the jail to tour the facility and to speak with the Governor – Kate Donegan. The old C Hall has been razed to make way for a new accommodation block, with only the facade remaining. Ms Cunningham praised the staff at the jail for doing their difficult job extremely well. The third phase of the Perth prison upgrade is now underway, with a new entrance and visitor complex taking shape.

Mid-Scotland & Fife Conservative MSP Murdo Fraser has voiced his concern at the number of wildlife crimes taking place in Tayside. Figures were revealed through a parliamentary question to the Cabinet Secretary for Justice Kenny MacAskill, which showed 22 wildlife crimes in the area take place in 2008/09. That figure is the third highest recorded year for wildlife crime in Tayside in the last ten years. Mr Fraser wants to a reduction in the number of offences and wants constituents in Tayside to work with Tayside Police on the matter to reduce and end wildlife crimes in the area.

The introduction of new regulations under the Licensing Act of 2005 has changed the requirement to apply for extended hours. Where licensed premises' operating plans include reference to Festive Function Hours, they don't need to apply for extended hours during the main Christmas Period. Licensing Board Convener, Councillor Bob Band is reminding licensees of their responsibilities and hopes they will maintain the highest standards possible for customers.

Plans for a millionaire's playground in Perthshire are to be discussed at a public meeting later this month. MP Pete Wishart has arranged the meeting for the Rannoch community and will chair the debate on November 19th. The plans are proposed for the Dall Estate and many have objected, with the Dall Community Association saying they wish the area to be enjoyed by everybody and not just the mega rich. Developers and their agents have been invited to participate in the meeting, as well as groups and individuals.

The winners of this year’s Best Bar None Awards, which recognise good safety policy and customer care in Perth city centre licensed premises, were announced today. The Best Bar None scheme aims to make the city centre a safe and welcoming place for people who visit it at night. The awards, sponsored by Diageo, are a part of the Safer Cities Initiative across Scotland. Twenty Perth licensed premises applied for this year, with 17 receiving one of the awards.

Incinerator protestors take to the High Street
In a few weeks time, Councillors will be meeting to decide the fate of the planned incinerator for Perth City Centre. Protestors took to the High Street on Saturday to gather signatures for a petition and were joined by local politicians. MP Pete Wishart made an appearance as well as Conservative politicians MSP Murdo Fraser and MSP Elizabeth Smith. The planned 100 million pound incinerator would include a 262 foot chimney stack and has been widely opposed by the Perth Community.
Strathearn Campus handed over to PKC
The Strathearn Community Campus in Crieff was today handed over to Perth and Kinross Council. Depute Leader of the Administration, Councillor George Hayton received the keys to the campus, which will be open to the public on Wednesday and opens to pupils on Thursday. The campus brings together state of the art facilities for the local area as well as the school pupils with modern classrooms and community facilities such as a full size all weather pitch and a recording studio. A special weekend of events and activities is being held next month to celebrate the campus opening.
St Johnstone draw Rangers in Cup semi
The draw for the semi-final of the CIS Insurance Cup was made just after 2 o'clock this afternoon and St Johnstone have been drawn against Rangers, with the tie due to be played in early February. Saints last played Rangers in the League Cup in 2006, when they won 2-0. Since then they have faced the Glasgow side twice, once in the Scottish Cup and once so far in the Premier League this season, and lost on both occasions. St Johnstone's last Cup final was back in 1998, when they lost out to Rangers 2-1.

Local MSP airs concerns for Perthshire Whisky industry
The Scottish Parliament has this week debated the Minimum Pricing of Alcohol, which could affect the Perthshire whisky industry. Mid Scotland and Fife MSP Murdo Fraser led the debate on the policy, which he believes will punish responsible drinkers. The whisky industry adds to the Perthshire economy greatly, including the tourism economy with the distillery tours.
Last of Black Watch soldiers return home
The last of the soldiers of the Black Watch, 3rd Battalion The Royal Regiment of Scotland will be returning home tomorrow, after a 7 month tour of duty in Afghanistan. The troops will be welcomed back by Commanding officer Leftenant Colonel Stephen Cartwright, as well as colleagues who have already returned.
The Battalion was an integral part of Operation Panther's Claw, which took place over the summer to prepare for the country’s elections. Soldiers of the Black Watch will be parading through Perth during December, as well as on Sunday during the Remembrance Day events.

A scheme designed to encourage individuals from minority groups to report hate crime was launched in Tayside yesterday. The Tayside Police Remote Reporting service allows members of the public to report crimes to the police without having to speak to an officer directly by filling in a form on the Tayside Police website. A number of local and national organisations have also signed up as Remote Reporting Sites, where you can report to members of staff there. The service is aimed at all members of the public who may feel anxious or intimidated about contacting the police directly.

Pedestrian has died in collision on A9
A pedestrian has died following a collision with a van last night on the A9. The 17 year old has now been formally identified as Ross Robert Murray from Aberfeldy. He had been on foot when he collided with white Mercedes Van at around 5.30 yesterday evening. Emergency services were quick to attend, but found him with extensive head injuries and declared him dead at the scene. Tayside Police had closed the road at Faskally while carrying out an investigation. The road re-opened in the early hours of the morning.

Last month Mr Fraser lodged a parliamentary question asking the Government what action it will take. In response, Environment Minister and Perth MSP Roseanna Cunningham stated each local authority is to consider its own priorities. However, Mr Fraser believes the latest severe weather and flooding shows that a national response is needed to develop proper defences. The Tay and its tributaries cover a massive area and flooding in recent years has caused disruption and damage to Highland Perthshire communities in Kenmore, Dunkeld, Aberfeldy and Dalguise.

Perth politicians have welcomed the 3rd Quarter report from Aviva. The insurance company are a major employer in Perth, and the latest report shows they are performing well in the UK and globally. Perth MP Pete Wishart believes a healthy Aviva can only be good news locally, as Perth is one of the company's UK Centres of Excellence. Local MSP Roseanna Cunningham has said she keeps a close eye on how the company are performing and is pleased with their current report.

Local MSPs won't claim for Poppy Wreaths
Local MSPs have said they will not be charging the tax payer for their Remembrance Day Wreaths this year. The Scottish Parliament allows for politicians to claim back the money, though it's not allowed in Westminister. With the expenses row still going strong, MSPs across the country have spoken out, including Conservative MSPs Murdo Fraser and Liz Smith, and Perth MSP Roseanna Cunningham. They have pledged to buy their own wreaths, which raise funds for war veterans young and old.

MP for Perth and North Perthshire Pete Wishart has campaigned on behalf of locals who suffered when the hamper firm collapsed 3 years ago. Reports so far suggest that of the 6 million pounds recovered, 3 million has been swallowed up paying the bills of accountants and lawyers while customers are expected to receive only 5 pence for every pound lost. Mr Wishart feels that’s a slap in the face to the victims who continue to wait for compensation. He also believes the UK government should look into the way the insolvency industry operates.

Black Watch soldiers will be returning from Afghanistan this week. Three flights will bring the 430 soldiers from the 3rd Battalion Royal Regiment of Scotland back from their 7-month tour. Five Black Watch soldiers lost their lives and 31 were wounded in action during operations in the southern region of the war torn country. After their return a series of homecoming marches are planned, including those in Perthshire during December.

Yesterday's downpoour is still causing flooding problems around Perthshire
The weekend's downpour has been causing problems still throughout the day around rural areas of Perthshire. River levels throughout Tayside are high and fast flowing but appear to be leveling out and have not been affected by the incoming tide. Tayside Police along with SEPA are continuing to monitor the situation. Roads are slowly re-opening throughout today with the B954 Alyth to Meigle road the latest to re-open within the last few hours. Motorists are being advised to check the SEPA website as well as trafficscotland to check their routes before leaving home.
50 thousand pounds of Heroin recovered by Road Policing Officers
Heroin with an estimated street value of 50 thousand pounds was recovered by road policing officers in Perthshire late last week. The officers were patrolling the A9 Stirling to Perth Road at around midnight on Thursday when they stopped a vehicle and the heroin was recovered. Two men from the Aberdeenshire area aged 36 and 21, have been charged and will be appearing at Perth Sheriff Court today. These arrests follow the seizure of 125 thousand pounds worth of Heroin last Wednesday on the same road.

More successful grants have been made locally in another round of funding by the 2014 Commonwealth Communities programme. Perth and Kinross Association of Voluntary service has received a grant for a service that promotes and publicises walking as physical activity, and Perth Grammar School's grant will go towards kit, strips and a training course for their netball team. The 2014 Communities scheme is about building a legacy of well-being before and beyond the Commonwealth Games and gives out grants of up to 1000 pounds to clubs and community organisations to stimulate involvement in sports.

National flood prevention scheme launched in Perth
A national campaign highlighting the importance of flood prevention was launched yesterday in Perth by MSP Roseanna Cunningham. The Perth MSP launched the Scottish Environment protection agency's annual initiative out at kinkell bridge near Auchterarder - an area prone to flooding. The Scottish Environment minister also met with students on SEPA's new flood risk science training programme. As flooding disrupted homes and businesses during the summer, SEPA is aiming to show the importance of being prepared all year round.
Rural petrol station numbers have fallen in the past ten years
Figures obtained by the Scottish Conservatives have shown a fall in the number of rural petrol stations. The results have shown that over the past ten years the number has fallen by 42 percent nationally. Perthshire figures are even bleaker, with the 40 stations in 1999 reduced to only 20 by 2008. Conservative MSP for Mid Scotland and Fife Liz Smith has voiced her concern saying it could have a major impact on the local job market and that rural communities need more support to maintain their essential infrastructure.

Polling districts and polling places are under review by Perth and Kinross Council. The Local Authority is seeking comments from the public as part of a review for parliamentary elections in the local area. Wards covered by the review include Perth City, Kinross-shire and Strathallan. Details of the proposals are available for inspection for 6 weeks and anyone registered to vote can submit their comments to the council, including proposals for alternative polling places.

He was serving in Kandahar Province when an improvised explosive device detonated six weeks ago. His commanding officer, Leftenant Colonel Stephen Cartwright has called him a hero, and hopes the family can take comfort from that. The Black Watch, who have historic ties to Perth, are due to return from Afghanistan in November.

The rest of their awarded money will go towards a hydro scheme planned for the river.

Firefighters from Palestine will train in Perth
Eight Firefighters from Palestine have arrived in Scotland for 3 weeks of Fire Service Training, some of which will take place at Perth Fire Station. The aim of the project is to enhance the skills of the firefighters and to enable them to impart what they have learned to their colleagues back home. The project was initiated after Ken Ross of the Fire Brigades Union visited Palestine where he met with firefighters about their training needs. The firefighters will train in Perth the week of the 9th of November, learning urban search and rescue techniques.
Blackwatch Soldier dies in hospital
A Blackwatch soldier has died in hospital in Birmingham, six weeks after being wounded in Afghanistan. The soldier who has yet to be named, was injured when an improvised explosive went off in Kandahar in September. Commanding officer, Lt Colonel Stephen Cartwright, has spoken of his sadness following the death. The Blackwatch, who have historic ties with Perthshire, are due to return home from Afghanistan in the next few weeks.
Saints ready for cup tie
St Johnstone take on Dundee United this evening at McDiarmid Park in the quarter final of the CIS Insurance Cup. Kevin Rutkievicz and Filipe Morais have trained over the last few days and may be available for the squad, but Steven Milne will miss out, while Martin Hardie is doubtful with a calf strain. Manager Derek McInnes is determined to bounce back after Saturdays defeat in Kilmarnock.

Power lines look set to be approved
Reports that the Beauly to Denny Power line looks set to be approved by the Scottish Government has raised concerns for a local politician. Conservative MSP for Mid Scotland and Fife Liz Smith thinks other alternatives may not have been given full consideration and is also worried about environmental and health concerns. The necessary upgrade to the lines will see 600 pylons, each 200 feet high built between Inverness and Falkirk, passing through rural Perthshire. The proposals prompted the biggest public inquiry since devolution and received more than 18,000 objections.
3SCOTS return home next month
The Blackwatch 3rd battalion the royal regiment of Scotland are due to return from Afghanistan in November. 3 SCOTS are currently based in Kandahar where they took over as the Regional Battle group in April. They also have soldiers deployed across the Helmand Provice and have been involved in a variety of operations.
New community campus keys handed over to PKC
Loch Leven Community Campus in Kinross was today the first of the four 'hub' community campuses to be handed over to Perth & Kinross Council as part of the 136 million pound Investment in Learning Programme. Leader of the Council Ian Miller received the keys to the campus, which will be the new home for Kinross High School from Thursday. The hub campus brings together state of the art facilities for school pupils and also the Kinross-shire community include a outdoor football, rugby, and hockey pitches, meeting rooms, drama and recording studio and a hall with cinema-style projection. In addition a brand new community library will be open from the end of November.

Blackwatch troops mobilised in Afghanistan
3SCOTS Black Watch troops in Afghanistan were mobilised on short notice yesterday when a US army Chinook helicopter suffered a hard landing on difficult ground. A number of UK and Aghfan troops had been on the troop carrying aircraft and although it was badly damaged, no one was injured. As a specialist US Recovery team set to work to prepare the Chinook for extraction insurgents began to mass. One badly injured insurgent was subsequently treated by 3 SCOTS medics and evacuated by helicopter to an ISAF medical facility.
Campaignors say incinerator is fire hazzard
Campaignors against an incinerator planned for the centre of Perth are now warning that it could be a fire hazard. Bridgend, Gannochy and Kinnoull Council have highlighted last week's fire at Holden Environmental at Shore road as an example of what could happen. The 100 million pound incinerator is planned to be on the same site, which saw 7 pumps from across Tayside battle to put out the flames. Campaignors are worried about the proximity of the site to the harbour and prison as well as major roads.

Local MP Pete Wishart has weighed in on his views over the BBC Question Time programme last night. The programme has been controversial after the BBC invited BNP leader Nick Griffin to participate on the show. Mr Wishart has said he believes the Party shouldn’t have been given a platform as they have no elected representatives. The BBC have defended their position stating BNP support achieved during the last European Election

H1N1 vaccination begins in Tayside
The Swine Flu vaccination has now been kicked off in Tayside. NHS Tayside will initially be targeting areas in its hospitals where patients may be more likely to be admitted with flu, such as the infectious diseases unit, children's wards and intensive care units. People who are in clinical at-risk groups will receive a letter from their own GP inviting them to attend for vaccination over the coming weeks

Labour MP for Ochil and South Perthshire Gordon Banks yesterday continued his campaign to have more weather stations used to calculate payments under the Cold Weather Payments scheme. The programme makes automatic payments to those who qualify, such as pensioners or the severely disabled, when the average temperature at a station falls to zero degrees. Mr Banks believes areas such as Crieff and Luncarty could be missing out as their temperature is gauged by a station at Leuchars. There are 190 stations in the UK measuring temperature on a daily basis and only 76 used for calculating this award.

An engineering organisation has said it expects a "lively debate" during discussions on the proposed upgrade of the Beauly to Denny power line. The seminar is designed to give people the opportunity to hear from the companies concerned and to ask questions. A decision approving or rejecting the upgrade has still to be made by Scottish ministers following an 11-month-long public inquiry that heard the cases for and against the proposal. Costs involved have been estimated at 400 million pounds.

Perth restaurant robbery - three men being sought by Police
A Perth family restaurant was robbed in the early hours of Sunday morning. Three men are now being sought by Tayside Police after assaulting two members of staff and taking a sum of money from the Maltings Restaurant on Dunkeld Road. The robbers, who had their faces masked, escaped on foot behind the Holiday Inn and following the Perth to Inverness rail line. Detective Sergeant Jim Smith of the Criminal Investigation Department has described it as a cowardly attack on those going about their daily business.
Industrial site fire 'not suspicious'
A fire that lit up one of Perth's largest industrial areas on Friday night is not being treated as suspicious. The Holden Environmental premises went up in flames around 11 o'clock on Friday evening, with the smoke seen for miles. Firefighters spent all of Saturday dampening the site after fears a chemical incident could occur. Tayside Police have now said that the fire is not being treated as suspicious.
Shore Road has remained closed to the public today.
Perth Airport exclusive agreement
The Scottish Aero Club have signed an agreement with the owners of Perth Airport to be the sole flying club at the airport. The club has been based in Perth since 1956 and is the oldest in Scotland. Included in the new agreement is the rental of clubhouse facilities and the main hangar over the next 5 years and use of the 3 runways. Keith Boardman, Scottish Aero club chairman as said they hope to highlight Perth airport as a premier pilot and engineering training facility.

This year's Enchanted Forest is "bigger and better"
Last night saw the launch of this year's enchanted forest event at Faskally Woods near Pitlochry. This year's theme has incorporated the Homecoming celebrations and is titled Scottish Myths and Legends and organisers say the event is bigger and better than ever before. Running now for 8 years, it's become a big draw for tourists and incorporates many different effects, including fireworks, lights and live actors.
Tourist industry wouldn't suffer in wind farm goes ahead
It's been said that the tourist industry in Perthshire would not suffer if a wind farm development were to go ahead. Town Planner David Stewart was speaking at a public inquiry in Amulree Village Hall into the proposal for a 14 turbine wind farm at Logiealmond. He has said studies into developments elsewhere have shown visitor numbers have continued to grow even after wind farms are in place. The public inquiry will determine an appeal against the decision by Perth and Kinross Council to refuse planning consent.
PKC investment has boosted local economy
One million pounds investment into the local economy by the Council has helped by protecting local jobs and businesses. The latest findings by the Local Authority have shown successes in efforts to support local companies through the recession. The funds have aided 23 start up businesses and has given out 28 grants, totally over 60 jobs that were created or secured by the money. Leader of the Council, Ian Miller has said he is delighted at the positive impact and that the council is determined to come out of the downturn in good shape.

Palliative Care centre opens its doors to the public
The new specialist palliative care centre in Perth is to open its doors to the public this week. The open days will give locals a chance to look around the Cornhill Macmillan Centre before it opens to in-patients next month. The new facility was made possible due to a massive fundraising campaign that has taken place around Perth and Kinross for the last two year. The centre will be open to the public tomorrow between 4.30 and 7 o'clock and on Monday at 10 o'clock

First Minister Alex Salmond has welcomed the 6.1 million pounds acquisition of Todd and Duncan Limited by China's leading cashmere company. Mr Salmond has said that it demonstrates confidence in Scotland's economy, secures around 200 jobs, and reinforces Scotland's global reputation for manufacturing luxury textiles. Kinross-based Todd & Duncan boasts a 142 year history of manufacturing high quality cashmere yarn to fashion houses around the world. The First Minister met some of the staff on a visit to their Kinross facility yesterday.

A Perth Homeless Charity has decided against changing a part of its name. Churches Action for Homeless, or CATH, was considering dropping the 'churches' part of their title, claiming homeless people had been put off because of perceptions of the church and religion. Trustees had been concerned they were not serving Perth and Kinross as well as they might have been. However, in a letter to members, chairman Walter Grant has said the issue will not be put forward at the groups AGM later this month.

First Minister visits Kinross Cashmere firm
The First Minister, Alex Salmond, is visiting Todd and Duncan of Kinross today following the acquisition of the firm by a Chinese Cashmere company. With the takeover securing around 200 jobs and the future of the textile firm, Mr Salmond believes the move will strengthen Scotland's ties with China. Mr Salmond will meet staff at the Loch level factory, which has a 142 year history of manufacturing quality cashmere yarn. A plaque is to be unveiled to mark the deal.
Planning application submitted for Alyth Cemetary expansion
Perth and Kinross Council are hoping to purchase land to extend Alyth cemetery.
In a 2004 review, many Perthshire villages were identified as being in need of expansion within the next twenty years. The Council have already begun a scheme of buying back unused lairs, as families have since moved from the area or were unaware of pre-paid land. A planning application has now been submitted to expand Alyth north of the existing site on agricultural land.
Missing pensioner may have been headed for Perth
A missing Inverness pensioner may have been travelling to Perth when he was last seen. Officers from the Highland city are appealing for help in tracing Alexander Yule who has not been seen for several days. The 70 year old man is believed to have travelled to the area last Thursday and it's known that he uses public transport and stays in hotels.

Local volunteers praised in Scottish Parliament
Volunteers from Blairgowrie and Perth have been praised in the Scottish Parliament.
Staff abd volunteers from the Blairgowrie Strathmore Centre for Youth Dialogue and the Perth YMCA were brought to the parliament's attention during a debate on volunteering. Mid Scotland and Fife Conservative MSP Murdo Fraser commended the support that Project Scotland has given to voluntary sector projects in Perth and Perthshire. Mr Fraser was highlighting the affect that funding cuts have had, with the number of volunteer placements being reduced as a result. He believes volunteering gives youngsters valuable experience, which they may now be missing out on.
Campaignors demand face-to-face meeting
Campaignors against the planned incinerator for Perth are demanding a face to face meeting with Perth and Kinross Council Leader Ian Miller. Outline consent for the incinerator has already been granted however those battling against it say it could have a devastating effect on the city. Local politicians and businesses have all spoken out against the plans in the past, with Bridgend Gannochy and Kinnoull Community Council consulting with a lawyer about the legality of the plans' approval.
They have asked to speak with Mr Miller to make sure their voices are heard ahead of a meeting in November.

Scone residents are stepping up their campaign against the proposals for a supermarket in the village. The Scone Organisation for the Protection of the Environment insist the majority of locals oppose the plans. At a public meeting, members discussed the potential impact of the store.They are now encouraging others to write letters of objection and sign their petition. An outline application for the food store on the site of Scone’s park and ride was lodged earlier this year.

Tayside Police drugs bust in Perth
Tayside Police drugs squad officers have recovered 26 thousand pounds of Class A drugs in Perth. In an intelligence-led operation yesterday morning in the Broxden area, the drugs, believed to be heroin, were discovered. Two men from the North East of England were arrested and charged in connection with the incident and are expected to appear at Perth Sheriff Court today. Detective Inspector Stuart Holmes, Head of the Drugs Branch, has said there will be no let up, in the efforts to tackle drugs supplies into Tayside.
Future of Perth City Hall report to be discussed at Full Council meeting
A report on options for the future of Perth City Hall will go before a meeting of the Full Council in mid-December. The report will outline possible solutions for the building which, if agreed, will be presented to the public for consultation. The Council has appointed specialist property company, Locum Consulting, to consider and provide independent advice on viable options for the City Hall. Councillor Ian Miller, Leader of the Council has said they are committed to finding the right solution.
Perth Charter to go on display for Perth 800
The ancient document that granted Perth Royal Burgh status in 1210 has been restored in time for the Perth 800 celebrations. The Charter was on show at the Council Archive today and is due to be put on display at Perth Museum and Art Gallery in an exhibition celebration life and death in medieval Perth. The conservation work has been carried out free of charge by the National Archive of Scotland in Edinburgh.
Tayside Police drugs squad officers have recovered 26 thousand pounds of Class A drugs in Perth. In an intelligence-led operation yesterday morning in the Broxden area, the drugs, believed to be heroin, were discovered. Two men from the North East of England were arrested and charged in connection with the incident and are expected to appear at Perth Sheriff Court today. Detective Inspector Stuart Holmes, Head of the Drugs Branch, has said there will be no let up, in the efforts to tackle drugs supplies into Tayside.
Future of Perth City Hall report to be discussed at Full Council meeting
A report on options for the future of Perth City Hall will go before a meeting of the Full Council in mid-December. The report will outline possible solutions for the building which, if agreed, will be presented to the public for consultation. The Council has appointed specialist property company, Locum Consulting, to consider and provide independent advice on viable options for the City Hall. Councillor Ian Miller, Leader of the Council has said they are committed to finding the right solution.
Perth Charter to go on display for Perth 800
The ancient document that granted Perth Royal Burgh status in 1210 has been restored in time for the Perth 800 celebrations. The Charter was on show at the Council Archive today and is due to be put on display at Perth Museum and Art Gallery in an exhibition celebration life and death in medieval Perth. The conservation work has been carried out free of charge by the National Archive of Scotland in Edinburgh.

Black Watch Soldiers destroy insurgent stronghold
The Black Watch, on deployment in Afghanistan, has destroyed an insurgent stronghold.
The troops, which include many from Tayside, uncovered an array of narcotics and Taliban weapons during a three day mission in the Helmand Province. Joined by an Afghan counter narcotics team and US bomb disposal experts they also discovered bomb-making equipment that included ingredients for making home made explosives.
MSP hails new provisions to be made to Housing Bill
MSP Roseanna Cunningham has hailed new provisions to be made to the forthcoming Housing Bill in the Scottish Parliament. The Crieff Branch of the Royal British Legion had written to Ms Cunningham about concerns they had about how former service personnel were treated by the current housing rules. At present, if a household becomes homeless the local authority must consider them for rehousing if they have lived or worked in an area. However it does not extend to thr armed services.
Ms Cunningham wrote to the Housing Minister and has been informed that the new Bill will remove the discrimination.

Perth and Kinross Trading Standards have uncovered several shocking local cases in recent years, including an elderly lady in her nineties who sent 4,000 pounds to bogus clairvoyants and a 55-year-old local man who sent around 29,000 pounds to a Costa Rican based lottery scam

NHS Tayside urges vulnerable groups to get flu jab
The annual flu vacinnation campaign was launched yesterday, with NHS Tayside urging vulnerable groups to take up the invitation of the jab. The public focus has been on swine flu, however, the NHS is pointing out that seasonal flu can still cause problems. Free vaccinations are offered to patients over 65 and those with a medical condition. The jab will not protect against the H1N1 virus, but the programme of vaccination for swine flu is due to begin in the coming weeks.

The Black Watch yesterday welcomed the Minister for Culture Michael Russell to Balhousie castle, the home of the Black Watch Regimental Museum. The minister was on hand to present their accreditation ftom the Museums, libraries and archives council.
They are the 2nd military museum in Scotland to have received this prestigious award and have gone through a strict vetting process to ensure they met the correct criteria.

Perth Incinerator Campaign made it's way to the Scottish Parliament
The campaign against the Perth Incinerator was taken to the Scottish Parliament yesterday in a national protest against the spread of incinerators in Scotland.
Conservative MSP Murdo Fraser joined the demonstration opposing its construction.
The Conservatives recently telephoned over 10 thousand households in Perth to ask their opinion and were met with a vast majority against the plans. Mr Fraser believes the incinerator could represent a health hazard to the city, as well as a blot on the skyline.
PKC helps launch national Act Against Harm campaign
Perth and Kinross council have today helped launch a national campaign to protect adults at risk from harm. The Act Against Harm campaign is intended to help with financial needs as well as physical or emotional harm. A national advertising campaign will promote the scheme that has been designed to raise awareness of the new Adult Support and Protection Act. Council leader Ian Miller is delighted to be involved and has said the council is committed to protecting all vulnerable people in the area.

Plans have been lodged with the Council to repair the Telford Bridge in Dunkeld. The environmental service hopes to re-point the mortar joints and remove vegetation from the structure as well as carry out repair to stonework. Assurances have been given the work is part of routine maintenance and not a sign of an underlying problem. The bridge was first used in 1808 and has not had any work done on it since the 1950s
when it had stonework replaced.

Perth regiments to be honoured by the Fair City
It was confirmed yesterday that Perth's local army regiments are to be honoured by the Fair City. Territorial Army regiment 7 Scots will be granted the freedom of the city of Perth, while the Black Watch will parade through Perth on its return from Afghanistan. The Black Watch already has the freedom of the city, having been granted the honour in 1947. The freedom is offered to those who have served the area with distinction.

Two local Conservative politicians are calling on the Scottish government to consider all new information surrounding the proposed beauly to denny power line. A debate is taking place in parliament today on Scotland's future energy needs and how it's supplied to the country. Mid-Scotland and Fife MSPs Murdo Fraser and Liz Smith believe questions still remain on potential health hazards and are asking that investigations are as open as possible. A public inquiry took place earlier this year, and was the largest in Scotland since devolution.

A dedicated stroke unit is to be created at Perth Royal Infirmary. PRI currently has an 8-bed rehabilitation unit for those who have suffered a stroke, but others have been treated in general wards. Class A drugs seized bear Perth by Tayside Police
Tayside Police drugs branch officers have seized 18 thousand pounds worth of drugs near Perth. The raid took place yesterday and a 29 year old man from England has been arrested in connection with the incident. A Perthshire hotel, which featured on a major television series, is closing today. The four star hotel and restaurant on Kinnaird Estate near Dunkeld is set to revert back to a private house after two decades. There had been rumours the hotel would be taken over by a leading chain until the news hit yesterday of the closure. Most of the staff have found new jobs with the other estate businesses that are still in operation.

Perth and Kinross is set to get a major economic boost to its tourist industry as it welcomes the final stage of the Inter continental rally challenge next month. As part of the homecoming celebrations, the rally is the first of its size to come to Scotland in 20 years. It's hoped that over 3000 beds in the area will be filled with fans, spending an estimated 2.5 million pounds. The three day event begins at Scone Palace on the 19th of November and will air on satellite television.

Scottish National Heritage warn PKC over proposed reort for the mega-rich
The Scottish National Heritage has warned Perth and Kinross Council about the proposals for a resort on the shores of Loch Rannoch. The plans for the 'millionaire's playground' have already come under fire from conservation groups and campaignors have been backed by Mp Pete Wishart. In it's letter to the Local Authority, Scottish National Heritage say the development would have a negative impact on Scotland’s ancient Caledonian Pine Forrest and the Black Wood of Rannoch.
SNH Area Manager Denise Reed spoke to Perth FM, she said the forest areas are crucial to Scotland, as they are unique to the country and they should be protected.
Big Tree Country Awards recognise rural projects
Projects from around Perth and Kinross were recognised at the Big Tree Country Awards held at the weekend. Held at the Gleneagles hotel, Pitlochry in Bloom scooped the top community award for it's Silver Branch Project. Other winners included Nae Limits for it's Adventure Academy and the Strathbraan Tourist Group – commended for developing a narrative CD covering the area. Councillor Bob Ellis, chairman of Perth and Kinross Countryside Trust has praised the quality of entries this year for their hard work.
Former Nazi PoW to leave his life savings to the village of Comrie
A former Nazi soldier who was held at a prisoner of war camp in Perthshire, is to leave his life savings to the town of Comrie. Heinrich Steinmayer has instructed executors of his estate to ensure about 400 thousand pounds goes towards helping the elderly in the area. Mr Steinmeyer was held at Cultybraggan, along with about four thousand other prisoners during World War 2. Now 84, he has said he wants to repay the village for the kindness shown to him while he was held there.

New Scone Group to hold their second meeting
The second meeting of the Scone Organisation for the Protection of the Environment will be taking place on Wednesday evening. The group was formed after the Scone Community Council resigned as one claiming the body had been undermined by Perth and Kinross Council. The new group has already begun a petition against proposals for a superstore in the village, insisting the majority of local residents oppose plans but feel powerless to act. They believe the environment of Scone is increasingly under threat from 'inappropriate development'.

Local Conservative Politicians made a visit to the Lade in the centre of Perth today to meet local residents. The Lade runs from a sluice gate on the River Almond on the outskirts of Perth, past Huntingtower and into the city centre. Mr Lyburn commented that since the sluice is broken, rubbish is collection along with green algae and its' time it was cleaned up.

It's been a Year of improvement for social work and social care services, according to the annual report of the council's chief social worker. The overview will be going before elected members on Wednesday and will highlight the positive results of external inspections. Assessments by the Social Work Inspection Agency and HMIE have commended improved performance and good practice in both adult and child care. This includes investment into home care for older people, support for carers and enabling adults with learning disabilities to live under their own tenancy.

Local MP backs millionaire's playground campaignors
Campaignors fighting a proposed millionaire's playground in highland Perthshire have received backing from a local politician. MP Pete Wishart has vowed to support locals in their bid to stop the development. The proposals would see an estate on the banks of loch rannoch transformed into a resort, stretching along 2 miles of scenic land. Already the RSPB and other environmental organisations have slammed the plans, saying the destruction of local forestry could have a devastating effect on wildlife.
Cigarette display ban moves one step closer
Moves to end cigarette displays in Perth and Kinross shops took a step forward yesterday following a vote in the Scottish Parliament. MSPs voted in favour of the Tobacco and Primary Medical Services Bill as it completed stage one of the parliamentary process. The bill now faces further scrutiny before a final vote in the Parliament. The main purpose of the bill is to ban tobacco displays as well as vending machines and to create fixed penalty notices for retailers selling cigarettes to under 18s. Public Health Minister Shona Robison had visited Perth earlier in the week to talk with a local shopkeeper who supported the ban. She has said it could help reduce child smoking in future generations.

A further boost to the rural economy was announced today by the Scottish Government. At Scotland's first ever rural gathering, the government said it intends to fund projects in rural communities, such as small businesses, gardens and festivals. Funding will me made through the LEADER programme, which recently announced grants to 6 Perthshire projects. It coincides with new figures released recently showing life in rural Scotland is thriving, with longer life expectancy, higher employment and a greater sense of safety than in urban areas.

Housing development in Coupar Angus dismissed by PKC committee
A planned housing development in Coupar Angus was dismissed by councillors yesterday. Members of the development control committee were concerned about the proposed transformation of an historic tannery yard in the town. Despite the planning department's confidence, committee members raised questions about the layout of the 19 house estate, as well as traffic issues. The tannery itself was first operated in the 19th century, but has been described as having no particular visual or architectural merit.

Local communities are celebrating after success in the 2009 Britain in Bloom competition. The awards ceremony took place in Torbay last night and saw Pitlochry scoop the small town title as well as a gold award. The town had previously finished in second place in 2007, with judges this year impressed by the town's local roots theme. Elsewhere in the large village category, Kinnesswood came away with a silver award.

Local communities are celebrating after success in the 2009 Britain in Bloom competition. The awards ceremony took place in Torbay last night and saw Pitlochry scoop the small town title as well as a gold award. The town had previously finished in second place in 2007, with judges this year impressed by the town's local roots theme. Elsewhere in the large village category, Kinnesswood came away with a silver award.
